Competing airports: Implementation of sustainable aviation policy and its influence on the competitive position of Dutch regional airports

dc.description.abstractMaking the aviation sector more sustainable is becoming more and more important on the national political policy agendas. On the one hand, the aviation sector is important for the Dutch economy, trade and tourism, but on the other hand it is also a sector in which emissions must be reduced. This research examines this relationship further and examines what the implementation of sustainable national aviation policy does to the competitive position of Dutch regional airports. Hereby, the Netherlands is compared with Belgium and Germany. The results show that at the European level, agreements and objectives have been made regarding making the aviation sector more sustainable but these ambitions are very limited. The Netherlands has higher ambitious and therefore has more ambitious objectives and policy instruments. Germany also considers sustainability to be extremely important, but is also committed to possible expansion of the sector. Belgium mainly adheres to the European-imposed rules. However, airports themselves also want to become climate neutral and have increasingly included this in their own goals. Various investigated airports have to deal with enormous numbers of travellers and are (almost) at their capacity. This maximum capacity is partly due to sustainability instruments. However, this is not a problem for every airport, the maximum number of travellers is sufficient for the airports and expansion is not currently planned. They prefer to become more sustainable and improve customer satisfaction. So although capacity instruments do create a cap on the Dutch aviation sector, currently implementation of sustainable aviation policy does not have influence on the competitive position of Dutch regional airports; the amount of travellers is really high and enough to remain a strong position.
