Abstract
The Netherlands, mandated by EU law to mitigate excessive nitrogen levels for environmental protection, initiated policies targeting major emitters, notably the agricultural sector. Facing substantial opposition from farmers, the government implemented the PPLG directive, aiming to offer socio-economic stability. Employing the Advocacy Coalition Framework, this study delves into the history of Dutch nitrogen governance, government stance, agricultural sector reaction, and factors shaping the PPLG in Overijssel. Analysis of diverse sources reveals the government prioritizing swift nitrogen reduction, contrasting with the agricultural sector disputing emission measurements and advocating a minimalist approach. A third coalition advocating both nitrogen reduction and the integration of agriculture into Overijssel's socioeconomic future emerges as a crucial policy influencer. The PPLG, shaped by public and political support for farmers, grapples with mandatory nitrogen reduction targets, creating a dynamic system seemingly promising much to the agricultural sector but likely facing challenges in fulfilment.
