Abstract

This thesis explores the influence a large corporation has on the mobility policy of its nearest major city. It does this by using the Multiple Streams Framework to determine how to making of Eindhoven’s mobility policy is influenced by the presence and growth of ASML. This framework allows for the division into three separate streams, problems, policy and politics, allowing for a more in-depth understanding of how ASML uses skilled policy entrepreneurs to influence the mobility policy. The research consisted of semi-structured interviews and documentation collection. In total eight people have been interviewed, seven with a variety of roles within the council and policy making process and one mobility manager within ASML. These interviews together with the collected documents illustrate how ASML uses skilled policy entrepreneurs to frame problems and to put these problems on the governmental agendas of both the national and local governments. This has led to mobility policy in favour of ASML, its employees and its future expansions.
