Abstract

The Dutch government lately revised its flood safety standards and to implement the new safety standards, the Dutch Flood Protection Programme (HWBP) was launched. This programme consists of over 80 dike reinforcement projects which ask for close collaboration between governments and other stakeholders. Therefore, collaborative governance was studied within the HWBP dike reinforcement project of Lith-Bokhoven, This research aims to gain understanding how the institutional design of Lith-Bokhoven supports collaboration. It uses the collaborative dynamics of Emerson’s et al. (2011) ‘Integrative framework for collaborative governance’ to understand collaboration within the project and the concept of institutional design from Ansell & Gash’s framework to understand how the HWBP approach supports this collaboration. A single case study approach is followed in order to study in-depth the relation between the institutional design and collaborative dynamics. Semi-structured interviews, observations and document analysis were used to collect data. Through thematic analysis, the present elements and mechanisms within the collaborative dynamics were identified and the role of the project’s institutional design herein was analysed. A relation was found between the project’s institutional design and the dynamics of the collaboration itself and also a feedback mechanism from the collaborative dynamics back to the institutional design was uncovered.
