Abstract

Park and ride locations with a destination function in the city of Nijmegen do not reach their desired results, with both locations having very low usage rates. P+R success is partly determined by factors which are influenced by municipal policy choices. Other Dutch cities have more success with their locations. Therefore a comparative research has been done between the cities of Nijmegen, Utrecht, ‘s-Hertogenbosch and Groningen, by conducting expert interviews with policymakers. It is found that drivers are hard to persuade to use a different transport option and that therefore not policy typology, but rather policy consistency is the key to P+R success. It is also found that a city’s traffic system may play a role in the persuasion process, and that therefore cities with a ringroad have a higher possibility for P+R success than cities with busy inner city roads, but more research is needed in order to confirm this.
