Public-private collaborations: the way forward in a circular urban public space?

dc.description.abstract | This study aims to identify preconditions of how the cooperation between public and private actors can best be shaped when developing circular urban public space in the Netherlands. This results in the following main research question: In what way can the cooperation between public and private actors best be shaped when developing circular urban public space in the Netherlands? Via theory on the institutional dimensions for collaboration, the most important success factors and risks were identified. Defined preconditions were grouped in process, finance, ownership & responsibility, social motivation and contract. The testing phase consisted of a focus group session, in which the defined hypotheses were tested via a case simulation, which showed the difference between the traditional situation and circular situation. The results indicate that no ‘best’ collaboration method can be defined that specifically provides the best circular urban public space. Rather, there are common preconditions that can substantially improve the cooperation between public and private actors. Public actors have to step away from traditional, restricting policies and on the other hand, private actors have to be transparent of their knowledge & experience, and should encourage standardization of circular measures. It can be concluded that by developing a collaboration model that has a clear division of finance, ownership and responsibilities, a flexible and adaptive agreement can be made. While the circular economy is still in a transition phase, circular collaboration models such as Rapid Circular Contracting and product-as-a-service provide clear tools that can help actors achieve their circular ambitions. | en_US |
