dc.description.abstractThe Netherlands faces current and future challenges regarding water safety. The Hoogwaterbeschermingsprogramma (HWBP) is the largest implementation programme of the Deltaprogramma, aimed at reinforcing the flood defences so they meet the new juridical norm. The goal of the HWBP is to reinforce the flood defences in a ‘sober, robust and effective’ way. Although linking opportunities (meekoppelkansen) are argued as currently being very relevant, the implementation of these linking opportunities in the HWBP seems often complicated. This research is therefore aimed at answering the question: Which barriers and benefits can be identified for implementing linking opportunities in water safety measures? To answer this question a case study research, focused on three different projects part of the HWBP programme, is executed. Through conducting interviews and analysing policy documents different barriers and benefits for the implementation of linking opportunities were identified on the fields of political factors; institutional/organisational factors; economic and financial factors; process-, management- and instrumental factors; and behavioural-, cultural-, and personal factors. Particularly of importance are the governance structure and collaborative process of the project; the financial arrangements and allocation of budgets of actors; having a shared understanding and commitment of involved actors; the personal and organisational factors of involved actors.en_US
