Group-housing for migrant workers: the difficult road to progress

dc.description.abstract | With the amount of migrant workers living and working in the Netherlands on the rise, their housing increasingly a problem. Group-housing is one of the proposed solutions, which is why this thesis looked into 5 different group-housing projects in the province of Gelderland, the Netherlands. It was analysed how these projects progress towards realisation with sufficient standards and quality. The multiple case study research was carried out through interviews, which followed the themes that were found in existing literature: current (physical and social) problems and situation, process & governance, and proposed solutions and outcomes. The cases were situated in Apeldoorn, Ede, Nijkerk, Tiel, and Zaltbommel, and all involved a group-housing project for migrant workers. However, they were situated on different locations and had different initiators. The need for group-housing was confirmed in the research. The current housing is insufficient in quality and quantity, and has negative effects on both migrant workers and society. The road towards realisation has proven to be difficult, because of local resistance, difficulties to find suitable locations, and a lack of suitable initiatives. Policy development is useful, but it is difficult to follow policy in practice. The cases showed differences in ambition and approach to the issue: some tried to reach a completely satisfactory solution, whereas others are focussed on bettering the current situation, resulting in accepting less quality or leave other requirements aside. The research ends with an elaborate set of recommendations for the different parties involved. | en_US |
