dc.description.abstract | Citizen participation is getting increasingly more important within spatial planning, and the heritage field. The aim of the research is to provide insights in participatory approaches for repurposing cultural heritage by private developers. Repurposing means that an existing building is given a new function. It grants the building a second life. The research goal is pursued through a qualitative method that comprises an exploratory multiple case study. The data was analysed using the Policy Arrangement Approach (PAA) and a heritage participation ladder. The Policy Arrangement Approach serves as a framework for analysing and understanding changes and stability in a policy process, as well as gaining a deeper understanding of power relationships. This research sheds new light participatory repurposing of cultural heritage by private developers and their perceptions. Through the four dimensions of the PAA framework, a variety of interests, obstacles, success factors, participation forms and levels were recognised and analysed. These components were experienced by the interviewed private developers when repurposing cultural heritage. The analysis has shown different participatory levels present in The Netherlands, as well as possibilities to improve participatory repurposing.
