dc.description.abstract | As pluvial flooding forms an increasingly large problem in Dutch urban areas, more climate adaptive, collaborative approaches to pluvial flood risk management are needed. While municipalities play an important role in urban storm and waste water management, many still experience difficulty implementing innovative measures in practice. Using the Policy Arrangements Approach as a theoretical basis, this research explores how four municipalities in the province of Limburg currently address pluvial flooding and what factors account for differences. The main research conclusion is that Limburg municipalities pursue ambitious policy goals, but still predominantly address pluvial flooding in the traditional context of waste water management. Technical measures are integrated well into municipal policy, whereas municipalities seem more hesitant to introduce adaptive, non-technical measures on a large scale. Notable differences between municipalities seem related to multiple factors, among which the municipal size, geographical characteristics, and the level of external cooperation. As this research is explorative and comprehensive, further research is needed to examine the relevance of such links and explore how barriers municipalities still experience regarding implementing adaptive, collaborative pluvial flood risk management can be addressed.
