Abstract
This thesis explores how the ability of housing corporations and the municipality of Nijmegen to address energy poverty is shaped by policy capacities.
Residents in social housing in The Netherlands are disproportionately affected by energy poverty, which is defined as the inability to meet one’s energy needs.
In this thesis, the policy capacity framework of Wu et al. (2015) is used to analyze how the three forms of capacity each affect the overall capacity of housing corporations and the municipality of Nijmegen to effectively address energy poverty.
For data collection, six interviews were conducted. The data was analyzed using the software of Atlas.ti, adapting a thematic framework.
Findings of this thesis are that in general, the capacities on organizational level of housing corporations and the municipality are strong. They are however constrained in their ability to adequately address energy poverty by systemic factors . The tenants’ role in shaping policies were mostly passive, although a lot of policies were pre-shaped to the expected wants and needs of the target group.
This research contributes to the understanding of different actor dynamics on multi levels in energy poverty policy making. It shows the need for better collaboration between national and local governments.
