Abstract

Cultural policy is often vague and misunderstood, leading to a disconnect between policy objectives and the actual needs of visual artists and cultural institutions. This research, focused on Arnhem, reveals that local cultural policies, despite good intentions, frequently fail to meet the dynamic needs of artists. Using Henri Lefebvre's theory of the production of space, the study highlights the gap between "conceived space" by policymakers and "lived space" by artists. Artists find the policy rigid and challenging to navigate, discouraging participation. To address this, policymakers should incorporate more flexibility, involve artists in the policy-making process, and improve communication between the municipality and the cultural sector. By applying Lefebvre's insights, policies can become more socially aware and practically effective.
