This thesis aims to enhance understanding of the institutional, contextual, political, and discursive factors supporting and/or hindering integrated flood risk management in Dordrecht and Valkenburg, with the goal of improving the implementation of integrated flood risk management. To achieve this objective, a comparative case study was conducted, examining the current flood risk management in Dordrecht and Valkenburg and comparing it to literature on integrated flood risk management. Data were collected through a literature review, desk research, and 15 semi-structured interviews with key actors involved in flood risk management in Dordrecht and Valkenburg. The results indicate that institutional, contextual, political, and discursive factors influence both the failure and success of integrated flood risk management in various ways. Institutional, political, and discursive factors were found to influence both the success and failure of integrated flood risk management in Dordrecht and Valkenburg, while contextual factors influenced the success of integrated flood risk management in these areas. However, the exact influence of these factors on integrated flood risk management is area-specific. The results are critically discussed by highlighting five key considerations that emerge as noteworthy insights. Subsequently, limitations and recommendations for policymakers and future research are provided.
