Abstract
The shortage of housing in the Netherlands has been a major problem in recent years. Spatial planning is often blamed as the cause, but this is unjustified. It appears that there is plenty of planning taking place, but that most of it is not realised in the short to medium term. There is therefore a delay in housing production. The newly implemented Dutch Environment and Planning Act should provide more flexibility and easier procedures, potentially leading to an acceleration in housing construction. Therefore, the implementation of the Environmental Act is being analysed in combination with the perspectives of stakeholders from different organizations. This thesis aims to provide insights into the perspectives of stakeholders, critically analysing the alignment of their views with implementation of the new Act and its potential influence on the housing production in the Netherlands. It seems that stakeholders’ perceptions of the Environmental Act influence the housing production process. Private entities see potential benefits on long term, particularly because of the offered flexibility. Public parties have concerns about readiness, especially at the municipal level. Both groups acknowledge implementation challenges and capacity issues. Achieving successful outcomes requires overcoming these challenges and promoting a cultural shift.
