dc.description.abstractThe Netherlands is vulnerable to flooding, as not only the sea forms a threat but also the rivers. The HWBP is currently the largest programme to increase water safety, where they work in a ‘sober’ and ‘effective’ way, meaning that only measures for water safety are subsidized. Linking opportunities are experienced as hard to implement within water safety measures. Linking opportunities contribute to the goal of the dike reinforcement and can be carried out simultaneously with the dike reinforcement project, offering a mutually beneficial situation. The dike reinforcement of Wolferen-Sprok has many users and tasks within the area, and thus many visions and ideas to include. This research uses the framework of Emerson at al. (2011), to gain insight into the collaboration needed for the implementation of linking opportunities. So are factors such as an active approach, common interest, commitment, and acquiring the right people crucial in a successful implementation of linking opportunities. Furthermore, analysing the available linking opportunities at an early stage enhances the chances of success, as more time will be provided for the preparation of the linking opportunity.
