Abstract
The research explores the role of research-based design within collaborative governance, particularly in the Dutch Flood Protection Programme's "Lob van Gennep" project. Collaborative governance, involving partnerships between municipalities, provinces, and the national government, enhances spatial quality in dike reinforcement projects. Research-based design, a methodology combining design with spatial planning, is increasingly recognized for its potential to improve collaborative processes.
The study examines how research-based design influenced collaboration dynamics—principled engagement, shared motivation, and capacity for joint action—by integrating frameworks from Emerson, Nabatchi, and Balogh (2012), and Nijhuis, de Vries, and Noortman (2017). The findings reveal that research-based design had a significant impact on principled engagement by aligning various stakeholder challenges and fostering collaboration. It enhanced shared motivation by building mutual trust, understanding, and commitment among stakeholders, despite conflicting interests. Additionally, it influenced joint action capacity by shaping institutional arrangements, leadership, and resource allocation, leading to investments from municipalities and provinces.
Overall, research-based design played a crucial role in the project's success, grounding it in local context, fostering trust, and ensuring consensus on key decisions. The project team views research-based design as essential for the successful completion of complex projects like Lob van Gennep.
