‘Creativity’, ‘industry’, and ‘innovation’ in Dutch policy discourse about the creative industries: A research into the use of creative industries-related concepts in Dutch policy documents

dc.description.abstract | At the beginning of the 21st century, a new sector was introduced to the Dutch economy to boost innovation in the Netherlands. In the new creative industries, the already existent creative arts and cultural industry sectors are combined with the intention to increase productivity growth and economic development. As the creative industries emerged due to policy intervention rather than a clearly delineated and researched academic concept, it became a much-debated subject of study. This research aims to find out how the concepts of creativity, industry, and innovation are related to each other in the Dutch policy discourse about the creative industries. Academic literature about the creative industries and the concepts of creativity, industry, and innovation have been studied, after which several policy documents were coded to be able to do a discourse analysis of the policy documents about the Dutch creative industries. By elaborating on a few striking features that were found in this policy discourse and by placing them within two overarching themes – value creation and instrumentality – this thesis concludes that the concepts of creativity and innovation are related to each other in the process of working together to create social value for the Dutch creative industries, and the concepts of creativity, industry, and innovation are all related to each other in the production and distribution process within the creative industries that are needed to create economic and international value. This thesis exposes the ways of government thinking about the goals of the Dutch creative industries and what the role of varying concepts are in this way of thinking.
