This research focuses on the province of Gelderland because the housing shortage in Gelderland is more severe than the national average, and the housing shortage is expected to further increase. In response to this problem on the housing market the national government has stipulated in the housing policy that 75,000 houses must be built every year. The national housing policy is implemented on the regional scale based on the housing agendas, which are established by the province and housing market regions.
