Abstract

The energy transition represents a broader societal transformation, with social conflicts around onshore wind projects posing significant challenges to their successful deployment. Community resistance, mainly from residents, is a significant obstacle to the timely and cost-effective completion of projects, making effective community engagement essential. While wind energy is a key renewable resource in Lithuania, academic research on community engagement in this context remains limited. As literature suggests, local factors heavily influence engagement success. This Master's thesis aims to identify common practices and key elements that promote effective community engagement for onshore wind farms in Lithuania. The study is socially relevant as it helps developers understand engagement strategies that foster sustainable relationships and community acceptance. The research is based on a conceptual model combining Wustenhagen’s Triangle of Social Acceptance and the IAP2 Spectrum of Public Participation. Data was collected through semi-structured interviews, document analysis, and literature review. Findings show that developers mostly meet formal requirements early on, shifting to informal communication later. However, early involvement, awareness-raising, and shared decision-making emerged as the most effective engagement strategies.
