Abstract
When the Roman Empire was faced by many difficulties in the third century, which were affecting the internal stability of the realm, drastic reforms were needed in order to overcome the prevalent crisis. In order to reduce the chance of a new coup d‘état and to make the Empire more manageable, provinces were divided into smaller units. On top of this provincial structure, an administrative layer of dioceses was created. Although there are some studies concerning the reasoning behind the creation of the dioceses, there are almost none which examine dioceses in-depth. This study will therefore has the aim to be a stepping stone to a better understanding concerning the potential factors in the decision-making process. The dioceses of Asiana and Africa are case studies which test the new view which is being proposed in this study.
