dc.description.abstractThis research investigates strategies for the Regional Energy Strategy (RES) of North- and Middle Limburg (NML) to achieve sustainable energy goals, with a case study on the potential of the Opwek Energie op Rijksgronden (OER) project, which focuses on generating energy on government-owned land. The central research question explores key strategies for aligning with national policies while optimising transition management for effective implementation. Semi-structured interviews and policy document analysis reveal that respondents view the energy transition as crucial for phasing out fossil fuels and achieving renewable energy targets. The OER program has been positively received as it enables energy generation on state lands that municipalities cannot utilise. Effective collaboration, transparent communication with citizens, and regional coordination are highlighted as essential factors. Respondents believe the region is best positioned to lead the energy transition. The study recommends that the RES NML take a proactive role in managing the transition and consider appointing a liaison to coordinate the OER project with municipalities. Initiating a preliminary exploration phase for the OER project is also advised to expedite implementation.
