Abstract
Negotiations between stakeholders play a crucial role in area development. Since the national policy report Nota Ruimte (VROM, 2006), the focus in Dutch spatial planning is expected to shift from greenfield to urban redevelopment. In redeveloping an urban area, fragmentation of land ownership including very different professional landowners (municipality and private developers) as well as small landowners (homeowners and real estate owners) occurred. Therefore redeveloping and transforming an urban area seems more complicated than building and constructing a greenfield area (Adams, Sisberry, Hutchison & Munjoma, 2001, Buitelaar, Segeren & Kronbergen, 2008). At this time the involvement of developers in urban redevelopment is low. Reasons are the fragmentation of land ownership, resulting in delayed and expensive land acquisition (Buitelaar et al., 2008, VROM-raad, 2009). Nowadays also homeowners do not play a major role in the development process. In the Netherlands, this situation is often dealt with by the municipality acquiring landownership first. The municipality then prepares the area and sells the land to private developers who will develop it (Geuting, 2011). In recent years this active land policy became controversial. Consulting company Deloitte Research (2011) estimated that all municipality losses in land development amount to a minimum of 2.4 billion euro in 2010.
