Abstract
This research is a qualitative research about the circular economy in an office environment context, what creates a connection with the facility management domain. The case is a consortium of various companies working together in order to create circular offices and the sub-case is the example of practice at a consortium’s client. The Policy Arrangement Approach theory is applied in order to research the research question: ‘what factors influence and determine the circularity of the soft facility services in an office building, and why?’. The answer on this question is based on the PAA’s dimensions actors, resources, rules, and discourse. The factors, based on the dimensions of the Policy Arrangement Approach, that influence the circularity of soft facility services in an office building are: equal involvement of actors, short term contracts, a company’s legal form that is allowed to bid for tenders, a clear division of tasks, agreements with other facility parties/departments, ownership agreements of CircularOffice ideas and programmes, include the partners of CircularOffice as their own partners, resources, availability of money, authority over all the services necessary for circularity, many relationships with non-consortium member clients, knowledge about circular alternatives/possibilities, discourse, a shared definition for the circular economy and sustainability, stay close to the principles of reduce, reuse and recycle.
