Framing in strategic decision-making, does gender matter?

Abstract
Gender diversity and framing are both topics of interest in strategic management. This study investigates strategic decision making, in order to find out whether men and women differ in their framing. The aim of this study was (1) to examine the determinants of framing and (2) to analyse the role of framing in the context of strategic decision-making. More specifically, three types of framing are examined: risky-choice framing, attribute framing and goal framing. The hypothesis are tested in general board meetings of all Dutch water authorities in the time period from 2008 till 2014. A content analysis is performed in order to transform the qualitative minutes of the meetings, into quantitative data and to be able to measure the concept framing. Subsequently three separate simple regressions were performed, for every type of framing one. The results has not been able to demonstrate women and men differ in their framing. The conclusion that can be drawn, is that the results do not support the theories about gender differences and framing. However, since framing is studied within the setting of the Dutch water authority boards, this possibly influenced the results, because of the public, bureaucratic and political nature of the water authority. Future research could focus on the same issue in a less bureaucratic and political context, in order to find out how accurate described theories are. It also could be interesting to including other phases of the decision-making process and include variables as age, notorious, management style and the level of frustration. Despite the fact that no evidence has been found, this research yields various contributions. First, by not finding any significant effect, this study shows there might be boundaries to existing theories. Second, it provides a starting point for future research. Finally, it uses a different, but novel technique (content analysis) which is not been used before to measure the concept framing.
