Abstract
A role-out of Electric Vehicle Charging Infrastructure (EVCI) will be needed to implement a transition towards a low-carbon transport-sector. While EVCI is currently mainly provided by market and governmental parties, the research objective of this thesis was to get a better understanding of the role local energy initiatives (LEIs) can play in the provision of EVCI, given their specific capacities and local context factors. A qualitative case study research has been conducted: in-depth interviews were held with two Dutch and two German frontrunner-LEIs on the field of cooperative EVCI, and with one LEI attempting to get involved in the provision of EVCI. Besides, policy documents have been analyzed, relevant partners of the LEIs (e.g. municipalities), and several experts were interviewed.
The research shows that LEIs have several options: they can become Charge Point Operator, energy supplier, E-mobility Service Provider, or a combination thereof. Certain basis capacities are required (shared storylines, entrepreneurs within LEI, interdisciplinary teams, government backing, strong local and cooperative networks). However, as LEIs mainly take over the provision of EVCI where market parties do not do it sufficiently yet, it remains unclear if LEIs will develop to become a relevant actor in the EVCI-field on the long run.
