Abstract
The legalization of cannabis had been discussed since 2012 and became legal in 2017 in Canada. At the same time, another substance for which the same arguments for legalization could easily be made, MDMA, is still very much illegal and there have not even been any political discussions on the topic yet. In order to explain this anomaly, the theoretical framework of the TAN is used. The advocacy network fighting for the legalization of cannabis is expected to perform better in certain aspects than the advocacy network fighting for the legalization of MDMA. It is expected to be more comprehensively organized, to have a more united framework for its argumentations and to be more successful in identifying political opportunities. The empirics show that the cannabis TAN is indeed comprehensively organized, where the MDMA TAN is not and that the cannabis TAN has been more successful in identifying political opportunities in Canada than the MDMA TAN. They are both successful in creating a common framework for thinking, although the cannabis TAN is more successful in bringing its frame to the public. The fact that the legalization of MDMA is not part of the political agenda in Canada yet can thus be explained by the fact that the advocacy network working on this topic is not successful in creating a comprehensive alliance and in identifying political opportunities in Canada.
