Abstract
The Omgevingswet (Ow) is a new act that is planned on being fully implemented in the Netherlands by 2021. This act integrates the many current acts and laws on planning and the environment in the Netherlands and aims to find a balance between benefiting from and protecting the physical living environment. One of the primary tools of the Ow is the Omgevingsvisie (Ov) which is a vision of the future that must be made by the national, provincial and municipal governments. This study researched what influence the process of developing an Ov had on the integration of and consideration for environmental sustainability issues. To achieve this a case study approach was used and expert interviews were conducted. Analysis was based on a framework created by Schäpke et. al. (2017) which draws heavily on the concept of social learning. Results include that the Ov process does increase the consideration and integration of environmental sustainability in decision making. However, there is already a trend of increased consideration and integration of environmental sustainability outside of the Ov, so it is difficult to determine to what degree the Ov contributes.
