Abstract
Due to the economic crisis, governments have fewer financial resources than before. Development problems are shifting increasingly from greenfield areas to urban area development because of aging and depopulation as a result of shrinkage. This means that the pressure on inner city development is increasing. Inner-city developments are in fact very complex because of the different interests that are involved with land and property owners. Besides high costs are associated with urban development. Inner-city development is expensive because of high acquisition costs and demolition costs. There is a need for a solution to solve these problems. An instrument that can contribute to solving these problems of the inner city area is land readjustment. The instrument is designed for landowners so that they can come up with initiatives to enable development through the exchange of land themselves. This allows the authorities to not have to run on the high acquisition costs and demolition costs. The private parties are responsible for the implementation. Governments may be able to assume a facilitating role. The factors that affect the application of land readjustment will be made transparent by analyzing the policy arrangement. For this purpose the leading discourses, the formed coalitions, the resources and the relevant rules will be clarified. The analysis of the research has led to a number of specific factors that have an impact on the application of land readjustment. These are reflected in the conclusions of this study. It is recommended to take these factors into account when land readjustment is implemented.
