Abstract
This study focuses on the consequences for Dutch development NGOs as a result of a policy shift in official Dutch development aid (ODA) from fiscal year 2014 onwards. The post-2014 policy centres around combing ODA with trade using concessional investment and export funding schemes meant, thereby leaving Dutch development NGOs with significant less funding from the Dutch state.
Methodologically, the qualitatively-oriented study is designed as a holistic multi-case study research and uses the policy arrangement approach as its main analytical framework.
Two arguments are made: first, the main cause to the current practice of binding Dutch ODA with trade is a deeply-rooted confidence in market-led development cooperation over state or civil society-approaches. Second, the institutionalisation of neoliberalist modes of thinking to development cooperation has introduced a managerial mindset featuring rational thinking next to the activist-oriented motives of social transformation that traditionally characterised Dutch NGOs.
In conclusion, following the 2014 policy shift in Dutch schemes of development cooperation, Dutch NGOs are facing more intersectoral competition over donations and gradually have become accustomed to a hybrid of operating as an agent of social change, while on an institutional level adhering increasingly to the rational problem solving and strategies managerial logic.
