Abstract
This article uses a new definition of permanent primitive accumulation to analyse some of the policy responses to the COVID-19 crisis. According to this new definition, permanent primitive accumulation occurs when capitalists profit from increased exchange value, while costs are outsourced to others. This new definition is proposed in response to social reproduction theory, to remedy established definitions’ exclusionary focus on exchange value. This article focuses on health value, with health referring to the absence of lamentable patient states. The relevance of health value is illustrated using the examples of climate pollution and intensive farming. Finally, the new definition of permanent primitive accumulation is used to analyse policy responses to the COVID-19 crisis, specifically intellectual property rights and lockdown policies.
