Abstract
The Netherlands is facing a severe housing crisis, which leads to rising prices for houses and other associated negative effects. One of the approaches in order to contain the housing crisis is to provide in more supply of houses, especially in the areas with high demand. The aim is to build as much of these new dwellings on brownfields on inner-city locations. First of all this will offer a solution to deal with the current crisis, and subsequently it will improve the qualities of cities. However building on inner-city brownfields involve negative aspects as well, one of which fragmented ownership and associated ownership constraints is one of the most pertinent. In this research there will be looked at how ownership constraints occur in practice, in two large cities Amsterdam and Rotterdam. This will be done by determining relevant stakeholders, subsequently determining which specific constraints are relevant and eventually which strategies are applied by the relevant stakeholders in order to prevent negative effects of ownership constraints. Finally there will also be looked at aspects which can further enhance the current strategies.
