The effectiveness of multi stakeholder initiatives – a comparative qualitative case study of two initiatives in the garment industry.

Abstract
The importance of multi stakeholder initiatives (MSIs) is increasing worldwide. MSIs involve corporations, civil society organizations and other actors, to make improvements in social and environmental challenges across industries and on a global scale. An industry where many of these social and environmental challenges appear is the garment industry and also here the number of MSIs is increasing. However, little is known about the effectiveness of such MSIs. Therefore, this research aims to contribute to this open debate about the effectiveness of MSIs. Based on a document analysis, this research evaluates if two MSIs in the garment industry are constructed in a way promising to be effective. The MSIs which are evaluated are the German Partnership for Sustainable Textiles and the Dutch Partnership for Sustainable Garments and Textile. Both MSIs are evaluated based on the framework of Mena & Palazzo (2012), which includes evaluation criteria such as coverage, efficacy and enforcement. Findings show that the Dutch Partnership scores better on the coverage and efficacy criteria and overall, it is evaluated as more effective than the German Partnership. Moreover, the analysis confirms the framework to be a suitable tool for evaluating the effectiveness of MSIs, but the criteria are interpretable, because hard guidelines for evaluating the criteria are absent. Furthermore, the research identifies best practices of effective MSIs, which can be useful for both founders and participants of MSIs.
