Climate change adaptation monitorin on a local scale. An explorative study into the use of monitoring practices in Duth municipalities

Abstract
Within the Netherlands, the ambition is set to become climate resilient by 2050. In doing so, municipalities engage in climate change adaptation in order to achieve this ambition. However, monitoring the effectiveness and overall degree of implementation of adaptation measures proves to be difficult due to a lack of implementation and knowledge on the subject. Which is why this thesis focussed on an assessment of climate change adaptation monitoring on a local scale. In doing so, multiple methods were used such as a literature review; semi-structured interviews and a focus group. A total of 13 interviews were held on the topic of monitoring with municipalities who are considered to be frontrunners on climate change adaptation. In doing so, the aim was to determine how municipalities currently perform monitoring tasks, as well as finding factors which would influence the execution of these tasks, to in turn be able to learn from the outcomes and improve upon their adaptation. The main conclusion which was found was that in order to assess the effectiveness and degree of implementation of adaptation, it is important to ensure clearly defined adaptation goals to be able to develop a sound monitoring protocol for climate change adaptation.
