Framing factory farming. Applying Discourse and Framing Analysis on the Political Debate about Intensive Livestock Farming

Abstract
This research answers the question: ‘How did the political debate around intensive livestock farming in The Netherlands evolve over the past four years?’ by combining a discourse and framing approach applied to the 2017 and 2021 election programs of political parties represented in the Dutch House of Representatives and parliamentary debates from within this period. Discourses on agricultural policy and human-nonhuman relationships were identified. Results showed that in 2017 the sustainable intensification discourse and in 2021 the agroecology discourse were dominant. The relational discourse was dominant in 2017 and 2021. Four frames were identified: ‘stop intensive livestock farming’, ‘intensive livestock farming as a threat to public health’, ‘towards a sustainable (intensive) livestock farming’ (dominant in 2017 and 2021) and ‘appreciation of hardworking farmers’ (dominant in debates and 2021), including the relationship between framing processes and discourses. A schematic overview of the evolvement of represented discourses and frames is given. A gap was found between the represented discourses and the actual policy development, which could be explained by the discourses of the ruling parties. This thesis ends with recommendations for praxis and research on how to improve the political debate on intensive livestock farming to facilitate the transition to sustainable agriculture.
