Abstract
Innovative mobility solutions can lead to a better understanding of travel patterns in cities, and produce overwhelming amounts of data. With new solutions, new challenges arise regarding the occupation of public spaces, traffic safety, inclusiveness, etc. A key priority for decision makers is to help ensure that these services are widely accessible to users, and are compliant with existing mobility policies. As alternatives proliferate, frameworks to govern mobility data and regulate private operators are overdue. In that sense, how can the public sector systematically evaluate the extent to which (micro-) mobility providers are aligned with operational and strategic goals of cities? This research aims to develop and apply a systematic approach to assist the public sector to evaluate private micro-mobility in relation to the extent that they comply with public agendas, with focus on equity as an universal policy goal. Indicators able to benchmark compliance are applied to case studies in the city of Los Angeles. Although the approach can be applied with reasonable success, challenges and limitations exist. The proposed approach can be flexible enough to support future developments of mobility policies through the maintenance of goals and indicators, as the knowledge about the explored mobility issues is accumulated.
