Abstract
This thesis focuses on the concept of mainstreaming migration into urban development. Based on the belief that migration is a human and urban normality, the concept proposes a pragmatic approach that takes both the whole of society and of governance into account. The study seeks to develop an understanding of the mechanisms and actors that are mobilized when migration mainstreaming is applied within an urban setting and of the limitations the concept faces in its practical implementation. To reach this goal, the recent refugee reception approach of the German city of Hanau is used as a case study. The answer to the question in what ways the city’s approach reflects a migration mainstreaming perspective paints a rather mixed picture. Hanau has a good foundation for migration mainstreaming due to its long migration history. Many of the concept’s elements can be found in the city’s migration and diversity policies as well as in the handling of the refugee situation starting in 2015. However, the case study also is an illustration of the dilemmas of mainstreaming and the pitfalls of generic policies. To avoid those, it is advisable for the city to focus more on generic policies of specific action and to examine its coordination strategy.
