The role of municipalities in non-profit sharing schemes.

Abstract
The sharing economy, and in particular non-profit sharing schemes, is showing promising signs of contributing to sustainable consumption. However, in order to influence the current unsustainable consumption patterns these non-profit sharing schemes need to grow and expand. At the same time, municipalities are identified as key actors in the development of the sharing economy. The aim of this research is to analyse how municipalities can contribute to the establishment, operation and expansion of non-profit sharing schemes. This is done through document analysis and semi-structured interviews with municipal actors and non-profit sharing schemes. The results show that municipalities mainly contribute by providing premises and financial support to non-profit sharing schemes. These municipal measures are currently taking place on a small scale. It was also found that certain factors determine the municipalities’ ability to contribute, such as the political orientation in the municipality, motivations of civil servants, EU laws and societal trends. This leads to the conclusion that municipalities’ ability to contribute to non-profit sharing schemes on a large scale is influenced by societal factors not always in the control of the municipalities.
