Abstract
Because of the Climate Agreement, 30 regions in the Netherlands need to come up with a regional energy strategy (RES) and related regional energy bid. The regions exist out of several municipalities that all need to contribute with a certain amount of TWh to the regional energy bid. A clear guideline for the allocation of energy resources (wind and solar energy) over the municipalities within a region is lacking and the experiences of municipalities about the justice of this allocation, as the result of the RES-process, is not analysed yet. Therefore, the purpose of this study is to explore if a just allocation of the municipal contribution, as the outcome of the RES-process, to the regional energy bid is experienced by the municipalities within the Regional Energy Strategy of the Clean-Tech region. Next to the experiences about a just allocation the experience about the process is examined. This research uses the concept of energy justice which provides an understanding of the underlying mechanisms of justice in two ways: distributive justice and procedural justice. This study uses a combination of content-analysis, survey and in-depth interviews to provide a substantiated answer to the research question.
