Abstract

This thesis investigates the development of reliance between 2015 and 2023 from the Dutch government on the global regime for submarine cable protection. In the theoretical chapter, this thesis introduces a theory of state reliance which integrates elements from different strings of compliance theory and other additional factors. Using a single case study design, data is collected via document research which includes government documents, news reports and reports from think tanks. The introduced theory of state reliance is probed to account for the development of reliance. Submarine cable protection became a security issue in 2021 when Dutch intelligence agencies warned about Russian threats towards the submarine cables, which caused a divide in the type of reliance that the Dutch government showed on the global regime. On the one hand, the Dutch government shows consistent policy reliance on the global regime, as the rules of the regime are used as a policy framework for Dutch sea and ocean policy. This consistency can be accounted for by the reflection of Dutch interests in the global regime, the internalization of the norms on which the regime is based, and the belief in treaty obedience. On the other hand, the Dutch government shows a lack of enforcement reliance on the global regime, when submarine cable protection became politically salient in 2021. This development can be accounted for by submarine cable protection becoming a security issue and the inability of the regime to solve the problem of collective action.
