Abstract

Following the economic crisis in 2008, the responsibility for providing public goods and infrastructural services has shifted from the public sector to the private sector. Even in society there is an increasing expectation that private entities should take responsibility for addressing issues within the public domain. However, there is a lack of understanding regarding to the extent to which private developers are willing to contribute financially to public goods and infrastructural provisions in urban development projects in the Netherlands, in case of passive land policy. Therefore, this research aims to explore the conditions under which private developers are willing to contribute financially to public goods and infrastructure in urban development projects in the Netherlands via development agreements. To achieve this objective, the research employs a literature review, interviews and in-depth desk research on the ‘Dutch policy Context’. Through the analysis of the collected data, the research generates valid and reliable conclusions regarding to the extent to which private developers are willing to contribute financially to public goods and infrastructure in urban development projects, as well as the factors that drive their willingness to do so.
