The circular economy (CE) is currently becoming an increasingly popular strategy amongst governments and businesses for achieving various (sustainability) goals. However, there are various obstacles towards a CE. This research focuses on the permit application process which currently slows down and/or hinders businesses and initiatives in adopting circular principles. Businesses experience a complex and lengthy permit application process. Furthermore, they experience a risk aversive attitude from governmental organization. The Prodock and Greenlane project aim to create favourable conditions for experimenting and the development of innovative and sustainable practices. At the core of these project are new governmental practices which include: · Pro-active attitude · New forms of interaction · New means of internal and external communication · Experimenting with new rules of the game · Offering additional services Prodock and Greenlane allow for an acceleration of a transition towards a CE by stimulating the development of niches. This contributes to the development of a more circular regimes which can eventually substitute the current regime. The dominant discourse on how circular initiatives can best be facilitated by the local government is by arranging contact with the authorised authority. This is necessary because the circular thought and practices have to fit in a linear system. As a result, it is very difficult to realise circular initiatives without their help.en_US
