Abstract
On January 27, 2017, American president Donald Trump issued Executive Order 13769, denying citizens from seven predominantly Muslim countries entry into the US for a period of 90 days, as well as suspending entry of all refugees for at least 120 days and blocking Syrian refugees indefinitely. Within days, a number of American museums responded in protest. The case is illustrative of the agency that museums as Non-State Actors have in the context of diplomacy. What is striking, however, is that the relevant literature either does not acknowledge it or downplays this agency. With this in mind, this thesis aims to find out how, why and under which conditions museums choose to exercise their agency in the context of diplomacy. Through two case studies showing contestation between the museum and the state, the thesis concludes that exhibitions are a particularly striking way in which museum can exercise its agency and that among others the relevance of values can drive a museum to act.
