Abstract

The world’s population is increasing rapidly. Not only in developing countries, but also in the developed world. New housing needs to build and with this, increases the pressure on the railway infrastructure. While metropolitan regions such as the Randstad try to alleviate this pressure by upgrading their railway systems, other non-metropolitan regions lack behind, even though these areas also face the same problems. This research tries to delve deeper in this issue, by trying to analyse the decision-making processes regarding these supra-regional railway lines using the policy arrangement approach. This research then hopes to find similarities and mismatches between different policy arrangements to ultimately bring stakeholders closer together and possibly set a first step into the faster upgrades of supra-regional lines. A qualitative case study research on the IJssellijn Netherlands will be used to study this phenomenon.
