Abstract

National differences between India and Indonesia can be explained by their colonial legacies, as those still impact contemporary foreign policies of both states. However, there is a difference in the way that colonial legacies influence the foreign policy of India and Indonesia. The study discusses how India adopted a cautious approach and yet used every opportunity to remind the international community the harmful effect of intervention in the internal affairs. The colonial past caused fears of contemporary Western imperialism based on R2P. Consequently, India has a strong focus on respecting states’ sovereignty with the aim of preventing unwanted interventions in its own backyard. On the other hand, the article will argue Indonesia’s diplomatic approach represents an ASEAN-style practice of R2P, which aims to address mass atrocities based on the principle of non-interference in the internal affairs of states. While colonial legacies have shaped Indonesia's foreign policy and its initial anti-colonial stance, its current perception of R2P is reasonably positive. Indonesia emphasizes the importance of prevention, assistance, and regional cooperation. As such, the perception of R2P reflects countries' unique historical experiences, priorities, and concerns.
