Abstract

The aim of this study is to identify the multi-actor governance system in the sustainable housing policy of the city of Wroclaw (Poland). At the end, recommendations are made to improve the multi-actor governance system. Interviews are taken to obtain empirical data for this research. The involved actors in the sustainable housing policy of Wroclaw served as subjects to identify the multi-actor governance system. The policy arrangement approach is used to elaborate the empirical data. In the first part, the organization structure of the multi-actor governance system is analyzed. The organization structure includes the dimensions actors, resources and rules of the game. The elaboration of these dimensions shows that the organization structure is limited and not well-developed. Afterwards, the substance of the multi-actor governance system is identified. The analysis of the dimension discourse represented that not many actors are aware of the importance of sustainability. Next to the fact sustainability is at the end of the public needs the actors do also think economical values are more important than the achievement of sustainability. On the basis of the results of this research, it can be concluded that the organization structure of the sustainable housing is very weak due to larger structural forces, the substance of the multi-actor governance system. Moreover, the development of the substance of the multi-actor governance system is dependent on the amount and quality of actors, resources and the rules of the game. Thus, changes and improvements in both the substance and the organization structure can develop a positive vicious cycle in the improvement of the multi-actor governance system in achieving sustainable houses in Wroclaw. The conclusions represent the duality of structure in the multi-actor governance system in the sustainable housing policy of Wroclaw.
