Abstract

The Dutch energy transition towards a fossil free society is a complex challenge. Currently, 30 regions are working on their Regional Energy Strategy (RES). The RES is a collaboration between regional and local governments, civil society and the business sector with much attention to public participation. The RES will have a huge impact on the environment and Dutch society as it determines where energy projects will be allocated and under which conditions. The theory of environmental justice is applied to see what justice perspectives are present within the RES region of Hoeksche Waard. This research aims to determine what factors explain the (mis)alignments regarding environmental justice by focusing on three philosophical perspectives on justice: utilitarian, egalitarian and a Rawlsian perspective. The results showed that there are some misalignments regarding the environmental justice perspectives between policy documents, policy practice and society in the RES Hoeksche Waard. The most important one is the one between the procedural and recognition dimension of environmental justice. Especially the rules that were in place during the RES and the resources used by actors, were factors that explained these misalignments. The justice perspective in the distributional dimension was very much aligned due to the present discourse.
