Abstract

This Master Thesis examines active living policy implementation in Dutch municipalities. Active living is about promoting physical movement in people's daily lives to improve health. This thesis looks at how policies that promote active living can be most successfully implemented in practice. To examine this, a focus was put on two case studies, namely the Utrecht neighbourhood Kanaleneiland, and the Groningen neighbourhood Vinkhuizen. To research these two neighbourhoods, relevant policy documents were analysed and several in-depth interviews took place with policymakers. The study ultimately showed that eight variables can be seen as influential when it comes to active living policy implementation: policy design, political context, public support / community involvement, stakeholder involvement, leadership, economic context, absence of conflicting policy goals and time & timing. These eight variables form the foundation and conceptual model of this study. Besides the fact that these were the eight variables that emerged from the study, the research also led to some interesting insights as to which variables were most influential and how these variables relate to each other in the Kanaleneiland and Vinkhuizen cases.
