Abstract

This study explores the sustainability of a relatively new, non-official development actor, namely Private Development Initiatives. The objective is to contribute to the general knowledge on aid effectiveness, and possible provide practical advice for PDIs. Qualitative field research is carried out in Indonesia to shed light on the sustainability of Private Development Initiatives aimed at the educational sector in Bali. Sustainability has been operationalized into three dimensions: (1) extent of local ownership, (2) access to local resources and (3) consideration of structural and underlying causes of poverty. The first two dimensions refer to a narrow approach to sustainability focused on endurance, while the third dimensions incorporates a more substantive approach focused on contributions of aid projects in terms of tackling underlying and structural causes of poverty. This study claims that although results seem positive regarding the narrow approach to sustainability, improvements can be made regarding the structural approach to sustainability.
