Abstract

Professional artists often work and expose together in geographical hubs of creativity, referred to as creative clusters. Through multiple case study analyses, this research aims to identify ambidexterity strategies that creative clusters deploy to enable the artistic expression of their members and to be economically viable. The activities of creative clusters to realise both goals are considered ambidextrous due to the flexible nature of their artistic activities and the structured and controlling nature of their economic activities. This paper proposes that clusters’ artistic activities relate to making room for artistic expression, and their economic activities are to maintain sustainable stakeholder relations. An ecosystem approach of the cultural and creative sectors is used to analyse and understand stakeholder interactions of creative clusters and their context. An important finding is that contextual ambidexterity is the preferred strategy of creative clusters to enable the artistic expression of their members successfully. Clusters often compromise to maintain sustainable stakeholder relations, structuring their organisation through a structural ambidexterity strategy. As opposed to existing theory, this paper approaches creative clusters as independent organisations instead of passive institutions that depend on enabling government policy.
