Abstract

How do German parties frame climate change in their party programmes and how does this framing differ from the coalition agreement negotiated after the elections? Answers to these questions are found through a content analysis of the party programmes of CDU/CSU, SPD, Bündnis 90/Die Grünen, FDP and Die Linke for the federal election of 2021 and the coalition agreement between SPD, Bündnis 90/Die Grünen and FDP negotiated after the election. The documents were deductively coded into the core framing tasks and sorted into four predetermined problem conception types. Crucial to this was the relationship between climate change mitigation, the economy and tactics to delay climate change mitigation. The research overviews the parties' and future governments' framing and plans concerning climate change mitigation. Considerable differences in the framing of climate change between the parties, opposing the view of environmental topics as valence issues, could be shown. In addition, the research revealed significant discrepancies in the climate change framing between the coalition agreement and the party programmes of two of the three involved parties.
